LOS SANTOS — The San Andreas Department of Corrections and Rehabilitation (SADCR) is placing Level IV high-security sections within its facilities on modified program in response to a surge in violence against staff and incarcerated persons, effective today.

San Andreas State Prison - Los Santos County is included in this modified program.

A comprehensive investigation is underway, and modified program will remain in place until the assessment is complete.

It is important to note this modified program is distinct from a lockdown and applies exclusively to Level IV housing units. Those affected by this measure will retain access to essential services such as medical care, legal proceedings, and other critical appointments. Meals will be delivered directly to housing units, and showers and all other movement will be conducted in a controlled manner. Phone, ViaPath tablet calls and visiting will be temporarily restricted.

Legal and pre approved special visitations will not be able to be accepted for the rest of the day for security concerns. Incarcerated persons will have the opportunity to correspond to lawyers via telephone or video call.

LOS SANTOS - The San Andreas State Prison — Los Santos County (LSC) Investigative Services Unit are investigating the attempted escape of an incarcerated person at Los Santos County. The individual attempted to flee the facility and was fatally injured after coming into contact with the prison’s electrified perimeter fence.

At approximately 9:55 p.m., Gent Koshtova, 27, attempted to flee the facility but was fatally injured after coming into contact with the prison’s electrified perimeter fence. Life saving measures were initiated and Koshtova was transported to an outside hospital for a higher level of care. He was pronounced deceased at 10:44 p.m. by a hospital doctor.

Officials have limited population movement to facilitate the investigation being conducted by LSC Investigative Services Unit, and the Los Santos County District Attorney’s Office. The Office of the Inspector General was notified, and the Los Santos County Department of the Medical-Examer will determine Koshtova's official cause of death.

Koshtova, 27, was most recently received from Los Santos County on Feb. 6, 2025, to serve life imprisonment following a thirty-strike criminal points case. Koshtova was previously charged with possession of a prohibited firearm, drug trafficking, possession of a controlled substance with intent to distribute and assault with a deadly weapon.

LSC in Grand Senora Desert is a unique institution that houses minimum-and maximum-security male inmates, and female offenders in separate facilities and a non-designated programming facility for male inmates who cannot safely program with the general population. Through a contract with the County of Los Santos, LSC houses high-risk inmates who are awaiting trial and who are typically housed in the county jail system, and juvenile inmates. LSC also offers rehabilitative programs to inmates, in partnership with the San Andreas Prison Industry Authority (SANPIA) and private foundations.

Always glad to help justice be served. Huge merits for my colleagues from the District Attorney's Office handling a case full of deception and poor lawyering from the defense team.

Being a Security Guard DOES NOT, give carte blanche to carry weapons wherever one wants, there are established laws that one should abide by, especially if you've passed a GC Exam, she should have known better.

And of course, lying on the stand is something even worse, and the BAR of the State should start investigating the attorneys for allowing this tactic to go unchallenged and for promoting contempt to our judicial system.

tl;dr: the director of security at ULSA (who has no valid guard card) took it upon herself to become a student's bodyguard after an assault, left campus grounds and walked into a hospital with two guns like Denzel in Man on Fire

We don't need more incompetent law enforcement in our city. This case alone should be enough proof that ULSA Security should not be trusted with having the authority to detain and arrest people outside of campus. They have to stop acting like a bunch of entitled fucks and earn the public's trust again.

While this case may be over, more developments following the outcome of this are underway, as legislation has been proposed to give ULSA's Campus Security more scope to carry out their duties, expanding the radius of control to off-site University events and giving them the authority to detain individuals within a mile of the Campus, not just restricted to Campus grounds. We will follow this closely and provide updates as they are made public.
